CSV Aggregation and Random Sampling

I need help turning a 370 000-row CSV with the fields Unit | Road | MapPage | X | Y into two new files. First, I want the data rolled-up by Unit + Road + MapPage for each Unit/Road pair, combine only the unique MapPage numbers into a single comma-separated string while keeping the first X-Y coordinate that appears. The original headers must stay exactly as they are. Second, create a separate CSV that contains a random, evenly-distributed sample of exactly 230 records for every Unit. The sample has to consider every Road and MapPage so the distribution remains balanced, and the final file must be sorted alphabetically by Unit, Road, then MapPage.
