Build a small medicinal-leaf smoke machine prototype

I'm looking for an individual freelancer or small workshop to build a simple, one-off working prototype for a project. My budget is around ₹10,000. The concept is a machine that heats medicinal leaves and draws the smoke through a filter into a small chamber, with controlled release through a valve. I have a concept sketch to share. I need help with the engineering, safe design, fabrication and testing. This is for a one-time project submission, so the prototype can be made by modifying existing devices available in the market - whatever keeps it simple and under budget. Please let me know whether you can build this within the budget, what would be included, and what details you need to assess feasibility.
